[HCM] PURCHASING DEPUTY MANAGER OF FACILITY MANAGEMENT DEPT (PHÓ PHÒNG THU MUA CƠ SỞ VẬT CHẤT)

1. Key Responsibilities:

A. Duties and Authorities regarding Business Planning
– Establishment of the strategies for Facility Department
– Grabbing, collecting either objective and subjective situations and any information from varieties of sources
– Analyzing any situations, our degrees of presence, benefits and risks of results and focusing future of Facility activities in scientific way
– Proposing, officializing, implementing and executing Facility-related policies, regulations and operating systems
– Any other matters ordered from the supervisor and/or company from time to time

B. Duties and Authority of Execute
– Develop purchasing strategy
+ Establish and implement purchasing policies, procedures and best practices.
+ Monitor ongoing compliance with purchasing policies and procedures.
+ Develop and manage purchasing budgets and forecasts

– Cost controlling
+ Direct procurement policies to ensure all items are purchased and delivered within budget and time constraints.
+ Preparing cost estimates and managing budgets.
+ Working to improve purchasing systems and processes in order to easily manage cost.

– Maintaining positive relationship with suppliers
+ Manage vendor and supplier selection process based on price, quality, support, capacity and reliability
+ Develop and maintain strategic relationships with key suppliers and vendors

– Product
+ Ensuring that all procured items meet the required quality standards and specifications
+ Manage risk relating to quality, delivery and supply of purchases
+ Oversee the operations and daily activities of the purchasing department

C. General Department Management
– Plan, budget and propose by breaking down the duties into groups, making budgets (Yearly and Monthly) and clarifying ROI to the supervisor
– Develop standard operating procedures (SOP), forms and systems
– Grasping the progress of various activities, management and controlling status 
– Plan and maintain all staff activities, jobs, duties and working schedules in the department
– Plan, educate and improve all staff knowledges and techniques by evaluating performance
– Supervise all staff in the department to enforce following AEON basic policies/ethics and complying laws and regulations by education.
– Communicate with and deliver any necessary information to, the staff in the department for carrying out their duties

D. Special Functions for External Affairs
– Being the primary contact to receive any requests of guests visits
– Taking care of any requests from AEON 1% Club, to coordinate and complete necessary tasks
– Any other activities defined to be the special function by the supervisor or company from time to time

E. Correspondence of emergency response matters, special purpose matters
– Establishing, coordinating and operating the temporal and special head office in case of emergency (Crisis Situation) in Vietnam, such as occurring big disasters, riots, wars,… to communicate AEON CO., LTD. and other necessary entities.

2. Qualification and Job Requirements:

  • University degree
  • Facility manager’s experience
  • Good command of spoken and written English
  • Computer literate: Word, Excel, PowerPoint, Outlook and Internet
  • Good problem solving skills
  • Detail oriented and be able to handle multi-tasks
  • Good organizing and time-management skills
  • Strong communication skill (both verbal & written)
